Putting Horses First

The creation of a truly independent, third-party organization to oversee drug testing programs is critical to reforming U.S. horse racing. The Horse Racing Anti-Doping and Medication Control Authority will be a private, non-profit, self-regulatory organization governed by a board comprised of the chief executive officer of the United States Anti-Doping Agency (USADA), six individuals from the USADA board, and six individuals with expertise in a variety of horse racing areas. The new regulatory body will be funded entirely by the horse racing industry – not taxpayer dollars.
